Ipswich mayor Paul Pisasale, deputy mayor Paul Tully and Division 3 councillor Kerry Silver all fronted the Crime and Corruption Commission's hearing into alleged wrongdoing by candidates in Queensland's 2016 local government elections.

Day two of the hearing dealt mainly with co-operation between candidates in the 2016 Ipswich City Council election, with a particular emphasis on how-to-vote cards.

Under Queensland electoral law, groupings of candidates must be registered with the Electoral Commission of Queensland.

But evidence submitted to the CCC on Wednesday showed a shared how-to-vote card depicting Cr Pisasale, Cr Tully (Division 2) and Cr Silver, who were all members of the Labor Party but were not running under a Labor ticket.

Cr Tully said that was a marriage of convenience, as the Kruger booth attracted voters from both Division 2 and Division 3, as it was right on the boundary.

"The Kruger booth is a good example, I think it's the largest booth in my division," he said.

"...This means, at that election at Kruger, Kerry had her own campaign workers, I had my own and we were able to just give that to everyone, without stalling, without stopping and without holding people up.

"That was a tactical advantage for us ... because other candidates had bundles of cards and so on trying to hand them out, whereas this was just for pure efficiency on the day."

Counsel assisting the CCC Glen Rice, QC, asked Cr Tully is he ever paused to consider whether, in formatting the cards in such a way, they "might be putting (themselves) at risk of being considered to be forming a group".

"It never crossed my mind at all," Cr Tully replied.

"...To me, having an arrangement with a team or a group of candidates is more in relation to policy or joint fundraising.

"I never went to her campaign launch. I didn't go to the mayor's campaign launch. We didn't have any joint policies. We had no joint direction in the campaign.

"We simply printed, as I did in Divisions 1 and 2, two how-to-vote cards on one piece of paper."

Cr Tully pointed to a shared how-to-vote card with Division 1 councillor David Morrison to bring home that point.

"I would have to say that there are very few political policies or views that he and I share," he said.

"In fact, in a lot of ways, we've got quite diametrically opposed views. But (it was) for efficiency on the day."

Cr Silver said she approached Cr Tully about a shared how-to-vote card because her predecessor, former deputy mayor Victor Attwood, had entered into similar arrangements in previous campaigns.

"There are generally about 4000 voters going through that booth and it was for efficiency, so that you were just being able to ... give out one card," she said.

Mr Rice: "Did you consider when you were arranging with Cr Tully to have such a card, that an arrangement of that kind involves some cross promotion of your interests and his interests also?"

Cr Silver: "No, I thought of it as efficient and something that had previously been utilised to help the process of getting people into a booth to do their voting."

Mr Rice: "Would you accept your how-to-vote details on the same card as his how-to-vote details could give a perception that you two were aligned and cross-promoting each other's election?"

"That's not how I thought of it," Cr Silver replied.

"...It's a very large booth, so it was just a way of being able to be more efficient, more environmentally friendly, because you haven't got three pieces of paper there."

Despite the joint how-to-vote card, and the shared ALP membership, Cr Silver said she did not consider herself part of a group.

"I didn't perceive I was a group with Cr Tully because of an election card," she said.

"My perception of a group would be different to that."

Cr Pisasale said the use of his image in other candidates' election material was not uncommon and he saw it as an endorsement of his own candidacy.

"I had a philosophy that the people of Ipswich need to know not only who they were voting for as a councillor, but who they were supporting as mayor of the city as well," he said.

Cr Pisasale said he was not offered, nor did he receive, any money for the use of his image in other candidates' campaign material.

As for whether he was in a group with Cr Tully, Cr Pisasale said a visit to the council chamber would show there were no blocs at play.

"(A group, under the local government electoral act, is) a group of candidates who form a team with common values and common policies and run as a team," he said.

Mr Rice: "Is there any bloc voting on council?"

Cr Pisasale: "No."

Mr Rice: "Even though, for example, you and Mr Tully are both long-term members of the Labor Party and have an obvious philosophical alignment?"

Cr Pisasale: "Not if you've seen us in council. We've had a number of debates."

Towards the end of Tuesday's hearing, Moreton Bay deputy mayor Michael Charlton was similarly grilled over election material that featured him and mayor Allan Sutherland.

Cr Sutherland was due to face the CCC hearing on Friday.

Earlier, Cr Pisasale made the case for public financing of local government election campaigns, which was later echoed by Cr Tully.

The CCC launched Operation Belcarra in September following a spike in funding and disclosure allegations against candidates who ran in the Gold Coast, Moreton Bay and Ipswich council elections.

The hearing continues on Thursday.
