The CCC is investigating allegations of misconduct levelled against candidates in the 2016 Ipswich, Gold Coast and Moreton Bay local government elections, including the possibility some candidates illegally ran on undeclared group tickets.

Under Queensland electoral law, groupings of candidates must be registered with the Electoral Commission of Queensland, but there were no such registered groupings in Ipswich.

The CCC has this week heard details of mutual assistance between Labor Party members in last year's Ipswich City Council election as it considered whether the candidates acted as a formal aligned group.

Mr Neumann, whose electorate of Blair took in about 70 per cent of Ipswich, said he supported several candidates who, like him, were members of the Labor Party.

Earlier in the week, Gold Coast Liberal National MP Stuart Robert told the CCC he took an active interest in local government only to prevent Labor from gaining a foothold in his electorate.

"The idea of Labor getting a foothold in my area of the Gold Coast was not particular appealing to me," he told the commission on Monday as he explained why LNP election fund the Fadden Forum had contributed a combined $60,000 to two Gold Coast City Council candidates.

"The reality is the Labor Party uses these positions as a foothold to then contest other state and federal seats."

Mr Robert conceded $60,000 would look like a lot of money to most voters, but said: "If the Labor Party gets a foothold I'll have to spend a lot more money."

Mr Neumann said his support of Labor-affiliated candidates was not motivated by such self-interest, but rather long-term friendships formed over many years.

"I supported people who were my friends, who I met through the Labor Party and some of whom I've known for decades," he said.

One of those friends was Kylie Stoneman, who worked in Mr Neumann's electorate office prior to being voted in as Ipswich Division 4 councillor last year.

"I encouraged her to run in the March 2016 election because I thought she'd be a good candidate and she would be a good councillor," Mr Neumann said.

"My observation and judgment and experience of her since that election is that has been the case."

Counsel assisting the CCC Glen Rice, QC, asked Mr Neumann if his support, such as handing out how-to-vote cards, was a matter of lending the MP's profile to a candidate with the same political alignment as his own.

"It would benefit a candidate because federal members and state members have a profile in their seats," Mr Neumann said.

"If a federal member or a state member or either major political persuasion was to hand out how-to-vote cards for a candidate in a council election, that's true, I accept that."

The federal Labor frontbencher told the hearing he had been vehemently opposed to direct party participation in Ipswich City Council for years and had argued against the introduction of endorsed candidates at an ALP conference in 2015.

"There was a motion at that regional conference as to whether the Labor Party should have an endorsed team at the Ipswich City Council elections in March 2016," he said.

"I spoke against it strongly and led the charge against that."

Mr Neumann said he had always taken the view that Ipswich voters did not want endorsed teams to run for office and that, in his experience, party affiliations were usually disclosed.

"One of the first questions you're asked if you're a candidate is 'what do you do for a living? Where do you work?' and the second question is almost invariably, 'are you a member of a political party?' and that's been my experience over many years," he said.

Cr Stoneman said she promoted herself as an independent candidate during her campaign, even though she had been a member of the Australian Labor Party since 2007.

"There was definitely a distance between (the campaign and) running as an ALP person," she said.

"I didn't hide the fact that I was a member."

Cr Stoneman said she would not have considered herself an independent candidate had the ALP provided material support to her campaign.

She said she received no support from the Labor Party, notwithstanding the personal assistance she received from Mr Neumann.
