Springfield Land Corporation deputy chairman Bob Sharpless appeared before the CCC on Thursday to answer questions about donations he made to candidates in the 2016 Ipswich, Brisbane and Logan council elections.

Mr Sharpless, who had made thousands of dollars' worth of donations to politicians of all stripes, told the commission he would like to see all political donations banned.

"I would love to see it happen," he said.

"It comes back to what is the problem you're trying to deal with. There seems to be this perception that the making of a donation is creating a behaviour."

Counsel assisting the CCC Glen Rice, QC, suggested to Mr Sharpless that it was a "prevalent perception" in the community.

"Well, it's a perception and I guess, to me, if you want to really do something about it, why wouldn't you ban political donations?" Mr Sharpless said.

"It would make my life so much easier."

Mr Sharpless echoed the view expressed by Ipswich mayor Paul Pisasale last week that there should be a funding model for all elections.

"Then, people such as property developers and others wouldn't be accused of doing things that supposedly are not in the public interest just because we try and help people who asked for our help," he said.

CCC chairman Alan MacSporran made a rare cross-examination of his own when he asked Mr Sharpless why his companies made donations to both sides of politics.

The Springfield Land Corporation donated thousands to the Brisbane lord mayoral campaigns of both Graham Quirk (Liberal National Party) and Rod Harding (Labor).

"Both sides of politics ask us to support their campaign initiatives," Mr Sharpless said.

"It's quite normal for political parties and others to ask for help from people who, in the past, have provided help."

Mr Sharpless said donations to council candidates would not have any direct benefit for Springfield Land Corporation, as most planning decisions were made by delegated council officers.

Mr Rice: "So you don't expect that any development application would come before council for a decision?"

Mr Sharpless: "There's still another three years to go in this current term of the government and given the rate of development in Springfield I couldn't say there won't be any that might come."

Mr Rice: "But they're not normally dealt with by the councillors?"

Mr Sharpless: "Correct."

Mr Rice: "Is that something you would expect to continue?"

Mr Sharpless: "Yes."

Earlier, Moreton Bay developer Robert Comiskey fronted the hearing and was asked about his company's $20,000 donation to the controversial Moreton Futures Trust.

The MFT, which funded the 2016 election campaigns of Moreton Bay mayor Allan Sutherland along with several incumbent councillors, has come under intense scrutiny by the CCC due to its masking of developer donations to candidates.

When asked why he did not make the donations directly to his favoured candidates, Mr Comiskey said he was told by Cr Sutherland's 2012 election campaign director, Trent Dickson, to deposit the money with the Moreton Futures Trust.

"At the time, I was asking around about where I could donate money," he said.

"I asked Trent Dickson ... about various different ways to donate to different councillors and he said there was the Moreton Bay Futures Trust (sic), which donated to a few of the councillors.

Mr Comiskey, whose companies operated the Eatons Hill, Sandstone Point and Beachmere hotels, made the donation through a company called Rio Vista Securities, of which he was the sole director.

He said there was no particular reason the donation was made through that particular company.

The CCC launched Operation Belcarra in September following a spike in funding and disclosure allegations against candidates who ran in the Gold Coast, Moreton Bay and Ipswich council elections.
