The Wynnum Road corridor upgrade was first announced by Brisbane City Council in 2014 following a lengthy push for a road upgrade from councillor Shayne Sutton (Morningside).

The early stages of the project had commenced and were received overwhelming support from both LNP and ALP councillors, but the council's first and only Greens councillor Jonathan Sri (The Gabba) was threatening to stop, or at least delay, the project, which he believed was a "mistake" and a "poor use of ratepayer funds".

On Tuesday the details of the contracting plan for Stage 1 and Stage 1B of the project were discussed at council chambers ahead of the tender opportunity being opened to south-east Queensland contractors in the coming weeks.

"I would also just like to clarify ... who bears the cost if protest actions delay this construction project?" Cr Sri asked during the debate.

"If it eventuates that for whatever reason residents engage in acts to try and prevent or delay this project, will council bear the cost or the contractor bear the cost?"

Cr Sri then joked that he was asking the question for a friend.

The two-stage project runs partially through The Gabba ward and partially through Morningside ward.

Since the announcement of the project, which included almost 50 full or partial property resumptions, Cr Sri had staged several protests against it.

Cr Sutton also spoke on the contracting plan, and told Cr Sri to get out of the way and to not hold up the project.

"You and the 10 members of that East Brisbane branch of the Greens that rallied at Parliament House last week, you managed to gather 10 people for your protest - we have got 56,000 people sitting in traffic congestion every day on Wynnum Road," Cr Sutton said.

"I think it's around about nine years we've been talking about doing the Wynnum Road upgrade ... do not try to hold up the project, I think it is unethical for you to be giving these residents false hope and adding to their trauma of losing their homes.

"Do not play politics with these people's lives.

"They are traumatised enough, they are angry enough and they are upset enough about what is happening. Do not use them for your own political purposes, it is unethical."

Infrastructure Committee chairwoman Amanda Cooper backed Cr Sutton.

"We should not treat people like pawns, we should treat them with respect, we should make sure they are well informed, that they understand the process and that we support them through the process and that is what council has endeavoured to do," Cr Cooper said.

The council passed the motion for the contract plan for delivering Stage 1 and Stage 1B of the project.

The submission said it was anticipated the council would attract multiple offers from tier one and two contractors.
