While it's looking like the NRL salary cap for next year could be $9.5 million - a figure the clubs have been told to work towards - the governing body is trying to include a whole heap of provisions in that as well, effectively lowering the salary cap to below the $9 million mark.

That unknown is making signing and re-signing players difficult, but Fairfax Media believes the Raiders have commenced negotiations with a few of their senior players.

They have a majority of their squad signed until the end of next season, but want to start extending them beyond that to ensure they don't end up in a situation similar to Wests Tigers this season where a large group of star players' futures are up in the air.

Fairfax Media revealed the Raiders were close to extending coach Ricky Stuart's contract and a two-year extension to 2020 looks set to be announced this week.

Raiders chief executive Don Furner said he'll keep talking with players' agents to continue to lock in the squad going forward.

"We're progressing negotiations with a few players and the uncertainty with the actual level of the salary cap itself is problematic for both clubs and players," he said.

"Not knowing what the total figure is makes it difficult. We've still got 18 months to go.

"I know the players want to stay I'll just keep talking to their agents and keep working through it. There's no set timeline for it though."

Furner's also hoping to have the Australian Kangaroos based in Canberra during the World Cup.

The Raiders' training base at Bruce, along with their West Belconnen and Braddon grounds, have been offered up for one or more teams to use during the tournament.

Furner's already whispered in Kangaroos coach Mal Meninga's ear about basing the national team at Meninga's old stomping ground.

Canberra Stadium will host three World Cup games, including the Kangaroos-France clash.

"Obviously we've got a good relationship with Mal. Mal knows our facilities and I jokingly said to Mal you should come back to where you were," Furner said.

"I'm sure Mal will have a fair say in that, but we'd love it to be Australia. We're happy for it to be anyone because it's good to have those games here in Canberra.

"They've done it before when we had the Anzac Test, they used our facilities and trained there.

"I don't know how long it will be - it might be a week, it might be less, it might be two teams stay there."

Furner said they would continue to look for suitable players to bolster their depth up until the June 30 transfer deadline, with outside backs one area of particular interest.

The Raiders have let several depth players, like Jordan Turner and Zac Santo, go this season.

"A little bit will happen in the next couple of weeks I reckon because people look at movement before June 30 because you know you've got to get it done otherwise you can't sign anyone up," Furner said.

"Touch wood, we've been okay with injuries, but if we have a Titans-like back end of the season we're very thin.

"We're still looking certainly [for] depth in the outside backs.

"Hopefully Dave Taylor comes back and the reason why we got him is to do that Paul Vaughan-type job that we had last year. We're at the whim of injuries for our depth."
