An LNP government would remove the principle of detention as a last resort for young offenders after their second offence and give courts the ability to name and shame an offender after their third offence.

A "community payback scheme" would be introduced for juveniles convicted of unlawful entry, car theft or hooning offences, with the young people forced to do community service to show thier remorse.

The community service would be mandatory after the first offence.

The LNP would also introduce a breach of bail as an offence for young offenders, and courts would have the ability to restrict a young person's eligibility for a driver's licence if they had been convicted of certain car theft and hooning offences.

It would apply to children in the youth justice system, who can be as young as 10 in Queensland.

The Newman government introduced similar laws, including allowing children convicted of repeat offending to be publicly identified, but they were overturned by the Palaszczuk government.

Opposition Leader Tim Nicholls said Labor had let down Queenslanders when it came to youth crime.

"People are just sick and tired of young people turning up in court, being slapped on the wrist and sent on their way to commit the same crime again," he said.

Shadow Attorney-General Ian Walker was asked whether naming and shaming would simply create a "profile" for young criminals who wanted to brag to their mates.

"You've got to balance that against the fact that for many families it is an important thing, or it is a thing which is a consequence of shame, to have children named and shamed in that way," he said.

"For some kids, I understand that won't have an effect but for a lot of kids it will have an effect, right through the state, so we believe it is an important thing, an important part of a range of policies, a range of different consequences to the actions of young criminals, to have them named and shamed and publicly shamed in that way."

Premier Annastacia Palaszczuk said the former LNP government's youth justice policy, including their boot camps, were a "complete failure".

Ms Palaszczuk said her government was working with community agencies, police and drug and alcohol groups to get young people out of the cycle of offending.

"I don't want these young people to end up in prisons for the rest of their lives in a cycle of reoffending," she said.

"I want the issues tackled head on, early, get them into jobs, get them into training, get them into work and break the cycle of reoffending."

Attorney-General Yvette D'Ath said the government overturned the LNP's "punitive" laws when it came into power because they did not work.

"However, there are provisions in legislation where a court can allow publication of identifying information about a child, if it is in the interests of justice," she said.

Ms D'Ath said community service orders were already applied by courts.

"In regards to drivers licences, a lot of these youth don't even have licences in the first place," she said.

Minister Assisting the Premier on North Queensland Coralee O'Rourke said naming and shaming did not work.

"We actually want to build these people up so they can understand that they have a different pathway," she said.

"Most of them when you speak to them, they actually don't want to be part of this but they come from such different backgrounds, such volatile backgrounds that they find themselves out on the streets."
