Environment Minister Steven Miles said farmers would be among the hardest hit by a changing climate, as the government released two new plans to help the agriculture and built environment and infrastructure sectors to cope.

Dr Miles said the agriculture strategy would help farmers protect their properties, livestock and crops from hotter temperatures and severe weather events.

"This plan helps farmers make these changes now to stop them getting caught out later," he said.

"This could mean infrastructure changes such as building shelter for animals to escape the heat or altering planting times for crops to avoid the hottest parts of the year.

"For long term crops, there may even be options for using genetically-modified plants that are better able to withstand high temperatures."

Dr Miles said some crops may grow better in different areas due to climate change, but scientists would need to work on new hybrids and species that could tolerate different levels of heat and rainfall.

The agriculture plan warns of increased heat stress in workers and animals, a drier climate with more intense rainfall leading to higher reliance on irrigation, an increase in cyclones and bushfires.

Some aquaculture species such as tiger prawns may have higher growth rates with a higher temperature, but it would also cause fruit loss, lower yield and reduced water use efficiency in cotton crops, while some regions would become unsuitable for certain crops, such as tomatoes in the Lockyer Valley.

Southern Queensland was also likely to experience longer periods of drought at the end of the century if current emissions levels persisted.

However, workshops to prepare the strategy revealed many in the agricultural community were sceptical about climate change caused by humans and had limited trust in the opinions of climate scientists, while others found the threat of climate change frightening and overwhelming.

Dr Miles said the government was also supporting councils, town planners and developers to help them keep communities safe in the face of hotter temperatures, more severe storms and sea level rises.

Dr Miles said even if the targets in the Paris Agreement were met, the government needed to work with industries and communities to help them prepare for climate change.

Queensland Climate Adaptation Strategy Partners chair Mark Gibbs said climate change would cause sea level rises, and lead to flooding and heatwaves.

"A lot of us love to live by the water ... The coast is going to move, effectively, move inland," he said.

Dr Gibbs said examples of how people could adapt houses would be moving air-conditioning systems to an upper level and designing houses with a bottom level that could flood.

"You can literally open the front door when the flood comes in, let the water go through, the dry walls don't get damaged, all you have to do is move a sofa and put the chairs upstairs, wait for the flood to recede and just wash it out," he said.

"There are lots of ways of adapting that don't necessarily involve uprooting communities and moving them."

A further six sector adaptation plans will be developed over the next 12 months, looking at climate change impacts on tourism, human health and wellbeing, small and medium business, emergency services and other areas.
