It is the latest hand grenade lobbed by independent member for Cairns Rob Pyne, who has been on a local government crusade waged by tabling documents under Queensland parliamentary privilege.

In the document, former Gold Coast City Council economic development and major projects director Greg Young alleged he and others had knowledge of cash bribes of $40,000 and said there was a list of projects that needed investigation.

"I will say for the record that there was huge corruption going on," Mr Young wrote.

"Making complaints about this corruption and raising internal concerns only led to be harassed and attacked."

Mr Young said there was a failure of the complaints system and he believed the council, the Crime and Corruption Commission, the Parliamentary Crime and Corruption Committee and the legal system had "been unjustly manipulated to conceal corruption at all levels".

The document includes an affidavit from previous mayor Ron Clarke for a previous Supreme Court case, where Mr Clarke says he will support him at any trial.

"The injustice inflicted upon him and his family in 2005 and 2007 has been extraordinary," Mr Clarke wrote in 2014.

The document also outlines Mr Young's history of depression and allegations of harassment.

By using Parliamentary privilege to table the documents, Mr Pyne is protected from any legal proceedings, such as defamation.

Mr Young was dismissed from his $180,000-a-year council job in 2005 after allegedly sending so-called love letters to a Channel 10 reporter and a council secretary.

Former Surfers Paradise councillor Susie Douglas was later prosecuted for leaking the letters, and Mr Young received a settlement payout for an unfair dismissal claim.

Mr Young lodged a Supreme Court claim for damages against the council in 2014, which was dismissed by a trial judge, with his appeal against that dismissal later dismissed by consent.
