Fairfax Media revealed last week the "Coal Train" was having second thoughts about joining the Toronto Wolfpack in their bid to gain promotion to the English Super League.

He signed a three-year deal, with an option for a fourth, reportedly worth close to seven figures.

But as the Raiders' season came to a close he started to hesitate about moving to the other side of the world away from his young daughters in Queensland.

Canberra coach Ricky Stuart said he would sit down and meet with Taylor to see if they could accommodate the destructive ball runner in their salary cap.

But Fairfax Media also revealed cap pressure was always going to make the move difficult.

With the NRL cap expected to be set at $9.4 million for 2018, it's believed the Raiders don't have much wiggle room to lift their initial offer - which was about $100,000 short of the Wolfpack for next year.

Taylor would need to take a pay cut for them to be able to fit him in. Mulholland said they would continue to look into keeping Taylor.

"It's probably a little bit more unlikely at the moment. If I was a betting man I'd say it was 70-30 that he'll go," he said.

"He's not needed over there [in Toronto] until January, but we'd have to look at where we go over the next 2-3 weeks and see what we can do.

"But I think at the end of the day it's probably a lost cause. We'll just wait and see."

Mulholland said it was a shame they couldn't hang on to the Coal Train.

While he only played 11 games this season, with injury and illness wrecking the first half of the year, he started to show glimpses of the form that made him a State of Origin star for Queensland.

He produced one match-winning offload in the golden-point win over St George Illawarra and from an average of just 21 minutes he averaged more than 65 metres per game.

Mulholland felt Stuart, the senior players and the Raiders' conditioning staff had managed to rekindle Taylor's flame.

"I think a few clubs in Sydney would be very unlikely to compete with it [his Toronto contract]," Mulholland said.

"He played OK towards the end of the year, but there's still a long way to go before next season as well.

"I think Ricky had a bit of the magic formula for him. I don't think there's many other coaches who could do for him what Ricky's done.

"The senior playing roster and performance staff did a great job with Dave."

The Raiders still have a couple of spots in their 30-man squad for 2018 vacant and Mulholland said they would continue working towards filling them.

Former Canberra half Sam Williams has been linked with a possible return, while youngsters Jack Murchie and Erin Clark have been added to the senior roster.

Makahesi Makatoa has earned a one-year extension for next season for his NSW Cup efforts with the Mounties, while ex-Queensland Cup middle Bill Cullen will have a train-and-trial contract for the upcoming pre-season after joining the Mounties mid-season.

They've also signed young North Queensland lock Corey Horsburgh as a development player.

Mulholland said they were yet to make a decision on off-contract playmaker Lachlan Croker.

"It might be a promotion from within. We'll meet over the next couple of weeks and decide where we're going. There's no real hurry," he said.

"We'll just wait and see, something might fall out of the tree."
