In August, the Queensland government announced it was launching a three-month probe into waste dumping in Queensland from other states, following a Four Corners investigation into the practice.

Interstate companies have been driving their waste into Queensland for at least five years, saving millions of dollars in waste levies. In New South Wales it costs $138 a tonne to dispose of rubbish, but in Queensland it costs nothing after the waste levy was axed by the Newman government in 2012.

Retired Supreme Court judge, the Honorable Peter Lyons QC, was appointed by Minister for Environment and Heritage Protection Steven Miles to lead the investigation.

Mr Miles encouraged all waste, transport and recycling facility operators from NSW and south-east Queensland to provide submissions.

"The investigation will look at the incentives for movement of waste from other states, and how to prevent this from happening," Mr Miles said.

"It will also consider whether there's a need for regulatory reform - and examine the role of other states and the Commonwealth.

"While this is not a regulatory or criminal investigation, it is expected that any unlawful activity it uncovers will be referred to the appropriate Queensland or interstate authorities."

The investigation will look at how to prevent the movement of waste across Queensland's borders, any illegal practices and breaches of regulation, and the need for regulatory reform.

An interim report will be handed to the government by October 18, with the final report due by November 17.
