It could pave the way for the Canberra Raiders to move to Braddon with the NSW government sitting on $100 million in funding for regional sporting facilities.
The Canberra District Rugby League is developing plans to build a centre of excellence in the capital, which could be housed at the Raiders' headquarters in Bruce.
Ingram says he will be "pushing for cross-border funding to get it over the line", which could open the door for the Raiders to make the move to Northbourne Oval.
Raiders coach Ricky Stuart, chief executive Don Furner and Australian mentor Mal Meninga will be on hand for the official sod-turning of the Hilltops Council's new sports and function centre development at the Boorowa Showground on Friday.
The $100 million comes from the Regional Sports Infrastructure Fund and falls under the $1.3 billion Regional Growth Fund announced in the 2017-18 NSW state budget.
