But the head of a peak body for the property industry in Queensland has described the plan as "dangerously simplistic".

On Wednesday, the Queensland Greens will announce a Developer Tax on any land rezoned to higher use, whether as part of a new neighbourhood plan or on an ad hoc basis.

It would be levied at 75 per cent of the difference between the officially assessed land value before rezoning compared with the land value afterwards.

The tax would be paid when a development was approved under the higher zone.

Greens candidate for Maiwar Michael Berkman said the policy, which the party would advocate if it won enough seats on the crossbench, would raise $1.8 billion per year.

"Right now, the state government hands out $2.4 billion in free land rezonings every year to property developers," he said.

"The Queensland Greens will raise $9 billion over five years and ensure property developers pay their fair share so we can provide all Queenslanders with universal access to affordable housing, schools, hospitals and clean energy."

The ACT has a similar policy, which nets about $183 million each year from valuation gains.

The Greens policy references 2015 research by economists Cameron Murray, who is running as an independent candidate for South Brisbane, and Paul Frijters, who resigned in 2016 from his position at the University of Queensland after the Fair Work Commission found in his favour after the release of his Brisbane bus racism study.

The Greens have never won a seat in the Queensland Parliament at an election, but have their eyes on a few electorates, particularly the Deputy Premier Jackie Trad's seat of South Brisbane with their candidate, Amy MacMahon.

However, Property Council Queensland executive director Chris Mountford described the Greens proposal as "dangerously simplistic".

"It seems to completely ignore the amount of tax that is already lumped on development, and would have serious negative consequences for housing affordability in Queensland," he said.

Mr Mountford said Queensland was quite different to ACT, and it was naive to take an idea from interstate and "plonk" it in the Sunshine State.

"For example, the ACT doesn't have local governments, doesn't have freehold land and there are different planning regimes, and most importantly different tax systems at play in the two jurisdictions," he said.

Mr Mountford said governments already received a lot of revenue from development in Queensland.

"For example, if you take a new apartment built in Queensland that sells for $500,000, it's safe to say that around $100,000 of that flows into government coffers in the form of a variety of taxes, fees and charges," he said.

"These include GST, stamp duty, infrastructure charges, state and council development assessment fees, rates and land tax."

Mr Mountford said high taxes placed on housing hurt affordability, with costs passed on to home buyers.

How the Greens policy would work

Example 1: A company owns a block of agricultural land which is valued at $50,000. After the council rezones the land to low-density residential, the same block is worth $1.05 million, an improvement of $1 million. After the company's development application is approved by the council, the company would need to pay $750,000, which is 75 per cent of the improvement in land value.

Example 2: A woman owns an old Queenslander house. Her land is worth $300,000. When the council rezones her street to medium-density residential, her land is worth $1 million, an improvement of $700,000. She does not have to pay anything because she is not redeveloping her land. Years later, she moves to another suburb and sells her house to a property development company. When the property developer's application is approved by the council, they would need to pay $525,000, which is 75 per cent of the improvement in land value.
