On Tuesday, Brisbane City Council's city planning committee gave the green light to the proposal from developer Brookfield Residential Properties to transform the 49-hectare quarry site on Settlement Road, Keperra.

The developer submitted a development application for preliminary approval to the council in March 2016, proposing the master-planned site with residential and recreational land, including a potential rock climbing site.

The quarry is currently operating and has been producing granite products for more than 60 years.

As the resources at the site are close to depletion it is understood under the master plan that quarrying activities will be gradually phased out and eventually ceased with redevelopment works scheduled to commence in 2019.

The preliminary approval gives the green light to the site for development, but for any development to actually occur further development permits and approvals would be required.

City planning chairman Julian Simmonds said the redevelopment would ensure the council was on track to accommodate the region's growing population.

"The proposed master plan includes up to 700 new dwellings across two precincts, which will offer a range of low to medium density housing types, as well as a sport and recreation precinct and a conservation precinct," he said.

"The sport and recreation precinct is to be focused on delivering new green space and outdoor activities such as mountain bike trails or mountain climbing, which will deliver new lifestyle and leisure opportunities for residents living in the area, and provide an inviting new area for the community and neighbouring residents to enjoy."

The quarry is bordered by the Keperra Sanctuary Retirement Community, Great Western Super Centre, Enogerra Barracks Military Base and a Bunnings Warehouse development.

During the public notification period of the development assessment, 68 valid submissions were received with 64 in support and four objecting the proposal.

A majority of the submissions were in support of a rock climbing area being built on the site.

Brookfield also attracted about 800 people to four community consultation sessions held over six weeks in November and December 2016.

Shadow planning spokeswoman Shayne Sutton said that on the surface, the development looked like a "good balance" but was worried about the delivery of the proposed community facilities.

She called for detailed discussions about the community facilities, what they are and who would operate them, to happen at the preliminary approval stage.

"I think when having these discussions it's important to be clear about what may potentially be there," she said.

"On the surface, this looks like it's a good balance but it could have been improved had we had some better indication about potentially that sport and recreation having some kind of community access conditions or potentially community ownership by council in the future.

"I think that would have been a better outcome going into the future for this particular area."

Cr Simmonds said Cr Sutton made a fair point and he believed the applicant was using the application to get certainty about ceasing quarry operations for the site.

The city planning committee voted in favour of granting the development approval with chairman Julian Simmonds, deputy chairman Vicki Howard, Councillor Adam Allan, Councillor Angela Owen and Councillor Shayne Sutton voting in favour of the approval.

Greens councillor Jonathan Sri voted against the council's recommendation to grant approval, he had mentioned concerns about pedestrian and cycling links in the proposed master plan during the committee's discussion on the proposal.
