Instead, Mr Gordon said he would endorse the Labor candidate for his seat, Cynthia Lui.
"As an Indigenous Australian, I am excited at the prospect of having for the very first time a Torres Strait Islander elected to the Queensland Legislative Assembly," Mr Gordon said.
Since being elected as a Labor MP in 2015, Mr Gordon's political career has been marked by controversy and headlines.
Only two months after the minority Palaszczuk government came to power, the Premier ordered the state executive to expel Mr Gordon from Labor after he failed to disclose his criminal history.
But the north Queensland politician headed off Labor's plan in March 2015 by resigning from the party, and sitting as an independent.
At the time, Premier Annastacia Palaszczuk said she hoped Mr Gordon would "do the right thing" and resign from the Parliament, even if it cost her government.
In December 2016, Mr Gordon was cleared over claims he deliberately misled Parliament over tax and child support payments, and he lashed out at politicians and the media, claiming the allegations were politically driven and malicious.
Mr Gordon made the announcement in a statement as the Premier flew into Cairns on Tuesday, on day three of the campaign.
The seat of Cook covers the Cape York Peninsula, north of Cairns.
Mr Gordon said it was a great privilege and honour to represent the people of Cook and he was proud of many achievements over the past three years, including fighting for cane farmers.
He said he supported Ms Palaszczuk and said she had the vision to lead the state in the next term of government.
Calls to Mr Gordon on Tuesday afternoon went straight to voice mail.
Before winning Cook with a 10.2 per cent swing against the LNP, Mr Gordon stood for federal Parliament in the 2013 election and worked for Labor Senator Jan McLucas.
He joins several MPs to be leaving the Parliament at the November 25 poll.
The LNP's Lawrence Springborg, Jeff Seeney and Ian Rickuss, Labor's Bill Byrne, and independent Speaker Peter Wellington announced they would retire at the election.
