About 5am on Wednesday, 23-year-old Tayla Jay Haggarty allegedly hoisted herself into a tree, about 50 kilometres west of Bowen, next to an Aurizon rail line connected to the Adani-owned Abbot Point coal terminal.

Frontline Action on Coal (FLAC) protesters then contacted Aurizon to warn there was a hazard on the tracks, so the company would stop trains.

The tactic involves the protester climbing a tree and being suspended on a rope, which is also tied to the train tracks. The risk is that the train will severe the rope across the tracks and the protester will fall and potentially be injured.

The Brisbane-based artist abseiled down from the tree about six hours later, but other protesters then flagged down a nearby train and hopped on top, in an attempt to continue to stop trains running on the line.

In a statement released by the group, Ms Haggarty said FLAC wanted the Queensland government to adhere to its commitment not to approve any public funds for the Adani coal mine.

"And veto any NAIF loan to Aurizon for a new rail line," she said.

"We will continue to use peaceful measures to disrupt any company that threatens the Galilee with dangerous fossil fuel projects."

FLAC said it had been active in the Bowen and Galilee region for almost six months and had stopped work numerous times.

During the election campaign, Premier Annastacia Palaszczuk announced she would veto an almost $1 billion Northern Australia Infrastructure Facility loan to Adani to build a rail line in the Galilee Basin, to support its proposed coal mine.

Aurizon has a competing funding proposal being considered by the NAIF, to build the rail link.

A police spokesman said the 23-year-old abseiled to the ground after the arrival of a rescue crew from Townsville Queensland Fire and Emergency Services.

Ms Haggarty was charged with trespassing on a railway, interfering with a railway and trespassing, and was due to appear in Bowen Magistrates Court on February 20.

Queensland Resources Council chief executive Ian Macfarlane said activists were risking lives.

"Today's incident where an activist suspended herself in a tree near an Aurizon rail line put that young woman's life at risk and threatened the well-being of the train crew if the rope was triggered by a passing train and the woman fell to her death," he said.

"A fully-loaded train weighs more than a battleship, is over a kilometre long and takes two kilometres to stop.

"A simple mistake by these protesters as to the proximity of the next coal train would have resulted in the protester's death and significant psychological stress for the train crew involved.

"This reckless trespassing with the intention to disrupt other people's lives is dangerous and extreme."

Mr Macfarlane said every day the rail line was blocked, Queenslanders lost $10 million in export revenue and about $1 million in royalties.

Frontline Action on Coal media spokeswoman Clancey Maher said Aurizon was contacted to warn about the hazard on the rail line before Ms Haggarty climbed into the tree, and safety was the first priority.

"100 per cent, Tayla was never at risk," she said.

"There are safety measures involved, that even if something was to happen with that rope connecting her to the railway, she would be safe."

Ms Maher said if Aurizon built the rail line to connect the Galilee Basin to the Abbot Point coal terminal, it would enable Adani or other coal mines to start digging.

"As important as it is to focus on Adani because they are one of the biggest players in building the railway ... We have to focus on the fact that once that rail line gets built, any of those companies that have licences for that area, it becomes much more viable for them to start mining. So that's why we're targeting Aurizon," she said.

Ms Maher said FLAC would continue to oppose the industry, as long as there was still the potential for any new coal mines to be opened.

An Aurizon spokeswoman said: "reckless behaviour by protesters is putting at risk their safety as well as the safety of rail employees going about their job".
