Minister for State Development Cameron Dick said the strategy was a key action of the $39 million North West Minerals Province blueprint and its initiatives had three themes: enhanced investment environment, strong supply chain and sustainable communities.
The strategy acknowledges mining and minerals processing is the central source of employment and a significant contributor to the local economy with supply chain and employment impacts in Townsville too.
But the closure of older mines and fluctuating commodity prices highlighted the need to diversify into other areas such as agriculture, tourism and business and industry.
Agriculture is already the main land use in North West Queensland and before the floods accounted for around 16% of the state's entire cattle herd.
As producers restock and recover from the flood impacts there will be opportunities to increase productivity through improved land management and production systems to meet the growing international demand for Australia's 'clean' beef.
Irrigation, broadacre and tree crops may provide diversification opportunities for the agricultural sector.
Shea nut, sesame and mungbean offer a high potential for success. Analysis identified sesame as a potential $250 million industry for North West Queensland, supplying growing domestic consumption and international markets.
Meanwhile our tourism is highly seasonal peaking in the winter months. Extending this season through new events or year-round attractions will help to extend the economic benefit.
The natural landscape, world-class fossil deposits, national parks and Indigenous cultural heritage represent unique natural assets that can be developed furtherm the strategy said.
In business and industry, the strategy wants locals to adopt digital business practices while more out of left field, "The large air and land space characteristics of North West Queensland provide significant geographic advantage for emerging aviation and aerospace industries."
