The former LNP member turned independent made the announcement ahead of this week's sitting of state parliament in Townsville.
He said he would sit in parliament has the parliamentary leader of NQF after he lodged documentation with electoral officials on Friday.
"It's an opportunity for the people of North Queensland who've had enough of the major parties and their neglect of the North over many years," Mr Costigan said.
"I want a fair go for those communities and ultimately I want statehood for North Queensland."
He said he would be looking for people to join that party and contest up to 18 seats at the next election.
State KAP leader Robbie Katter said he was not worried about his new north Queensland competitor poaching candidates at the next election.
"I think we make a point of being precise in who we put our efforts into and we are very selective in the people we target," he told the Brisbane Times on Monday.
The LNP expelled him earlier this year when he refused to resign after two harassment allegations were levelled against him.
