Winning the toss and batting first Panther openers Donka (46) and Clarke (23) got their side off to a steady start with the first loss of wicket at 1-46 after seven overs.
The Panthers finished their total on 4-162 after a 84 run partnership between Green (57*) and Wright (23*).
Western Bulls captain Callum Jones said the Panthers score shouldn't have been so high.
"There was a lot of dropped catches from us which were costly," Jones said.
"All round I thought our bowlers did well, everyone bowled fairly tight lines."
At the change of innings and the ten over mark the Bulls found themselves under increasing pressure at 2-54 and 109 needed off the remaining 60 balls.
This was off the back of tight bowling from Tommy (1-21) and Cal (1-15) from their four overs.
"I thought Narine (59) and Hall (24) batted really well," Jones said.
But in the end it was the destructive hitting from Jerome who hit a quick fire (41) and swung momentum back to the Bulls.
Bulls then needed just five runs in the final over and claimed victory off a Panther over throw to the boundary.
In the second game Blackstars self inserted and put up a competitive 153.
This was largely thanks to Kyle hammering 14 boundaries in his quick fire (77).
The Cavaliers got off to the perfect start with openers Tully (46) and Peters (55) and not losing their first until the eight over at 1-83.
The Cavaliers hard hitting continued until they chased down Blackstars score in the 16th over.
Round 4 will see Panthers vs Cavaliers at 10am and Western Bulls vs Blackstars at 2pm.
