The proposed project is a shallow open cut vanadium mine located 25km east of Julia Creek.
Construction is expected to commence in 2020, and Multicom is targeting first production of vanadium pentoxide in late 2021.
Multicom say it would employ over 200 people during construction and more than 150 people once themine is fully operational at 10,000 tonnes per annum.
When the Project moves to 20,000 tpa production there will be an additional 100 jobs, plus 150 jobs created during construction of a second processing facility.
Multicom said they would seek to preferentially employ a local workforce and CEO Shaun McCarthy said global vanadium demand was increasing.
"It makes steel both lighter weight and higher strength and is also an important part of our renewable energy future, in vanadium redox flow batteries," Mr McCarthy said.
"The Saint Elmo Project will help Queensland capitalise on this important opportunity."
The EIS is now publicly available at http://saintelmoproject.com.au/environmental-impact-statement/ and EIS consultation runs for 6 weeks, concluding on December 16.
Public information sessions will be held on the following dates:
Monday November 11 - Mount Isa and Cloncurry
Tuesday November 12 - Julia Creek (two sessions, one for public, one for business community)
Wednesday November 13 - Richmond and Hughenden
Thursday November 14 - Townsville.
