Crowds came through the doors at an open day on Saturday, where they had tours of the facility, saw animals for adoption and ate free bacon-and-egg burgers.
Showing off the $845,000 facility was Mayor Joyce McCulloch and several of her councillors on the day they announced they would run for the March local elections as a combined team.
Cr McCulloch said the centre was a chance for the community to check out the upgrades and understand how animal management will work in the city ongoing as it means no longer travelling between council offices and the pound.
"This is now a one stop shop, people can do their paperwork at the administration centre here," Cr McCulloch said.
"You can come and do your adoption, you can reclaim your dog here."
The facility is open from 9am to 10am, and from 3.30pm to 4.30pm, from Monday to Friday with plans to significantly increase its opening hours in the near future.
"The opening hours are being reviewed so that it is a full time facility and open also on weekends," Cr McCulloch said.
The Facility's upgrade includes the construction of a new administration building, animal-treatment clinic, dog exercise yard, stock-holding area and receiving bay, the installation of new fencing and automatic gates, landscaping, and the sealing of the new carpark and driveways.
Extensions have been built to many of the dog pens, which will assist staff members with cleaning as well as increasing floor space for the dogs.
A water-misting system installed in the cat-holding area to keep them cooler during the hotter months will also soon be installed in the dog-holding area.
