Deputy Premier Steven Miles said that after six cases on Saturday, then nine on Sunday, the latest figures meant that coming out of lockdown in the 11 SEQ council areas on Tuesday was not possible.
The decision means the Ekka, due to start later this week, has been forced to be cancelled for the second year in a row.
"We can't afford to have people gather (there) in large numbers," Mr Miles said.
Mr Miles said there was no need to panic buy and supermarkets would not run out of stock.
Chief Health Officer Dr Jeannette Young said she needed all Queenslanders to get tested if they had any symptoms.
"Stay at home or if you must go out, wear a mask," Dr Young said.
Some 21,000 tests were conducted on Sunday, an increase of 10,000 from Saturday.
