Victorians took to social media on Wednesday morning to report they had felt shaking following the quake, which is believed to be a magnitude 6.
The earthquake was centred in Mansfield, north west Victoria with "widespread felt" reports and it was near the surface.
Houses in Melbourne shook and movement could be felt in Geelong and even at Canberra's Parliament House.
There are reports of substantial damage to buildings in South Yarra, 210km away from the epicentre and Premier Dan Andrews has confirmed the earthquake.
ABC showed footage of the News Breakfast team in Melbourne considering evacuating the building unsure if it was an earthquake with tremors lasting 15 seconds.
A Richter scale six earthquake can see damage to a moderate number of well-built structures in populated areas.
