Isa Rodeo committee have adapted this year's event to coincide with the COVID-19 restrictions, after a large portion of the rodeo season was scrapped due to lockdown.
"This type of rodeo is believed to be a world first," Ms Flecker said.
"It will be split up across two sections of rough stocking and timed events.
"For the timed events like barrel racing or roping they will nominate, received a code and then they have 15 minutes to upload a video.
"We are hopeful this creates a competitive environment in terms of having to complete their specified run within a certain time."
Ms Flecker said this way allowed competitors to maintain animal welfare.
"The stock won't be continually running through which is good," she said.
"These videos can be done from anywhere, I know that in Mount Isa there were some competitors heading to Mark Thompson's arena to do a day of filming.
"For competitors that do practice in their backyard well they now have new hometown advantage, they know the surface, know their stock and can go hard and fast."
Ms Flecker said for rough stocking rides could be up to two years old.
"For safety and insurance purposes we went with sending in a video of previous rides from the past two years," she said.
"When they nominate they have to be able to tell us where and when the event was so we can go back and make sure that it took place within the last two years.
"We have been receiving clips from all over the world and continue to do marketing in USA, Brazil and New Zealand.
"We have some big nominations already like Kurt Shepherd, Troy Wilkinson and bareback champion Dave Worsfold.
"We anticipate the live stream will be held over August 7 to 9 which would have been the same time as last years rodeo."
Nominations end on July 17 and competitors have until July 26 to upload their video.
