The suspicious item was found on a car's bonnet with a sign reading "enough! Take down flag! One Chance!" at 2pm on January 5.
It appeared to be made from a jerry can, tape, cloth and zip-ties, according to a picture posted to X (formerly Twitter) on January 7.
The post alleges the "bomb" was left on the car belonging to a person who was flying a Palestinian flag in the bayside Sydney suburb of Botany.
"Officers from the Rescue and Bomb Squad attended and deemed the item safe," police said.
A crime scene was established and detectives have begun their inquiries, NSW Police said.
As the investigation continues, anyone with information is urged to contact Crime Stoppers on 1800 333 000 or https://nsw.crimestoppers.com.au. Information is treated in strict confidence.
