Local contractors working on site have had their tools and belongings affected.
Mayor Joyce McCulloch said the pool was one of the most beloved city facilities and said she was shocked to see the results of such a senseless act.
"We've got staff and contractors currently working hard to ensure we finish the scheduled work and upgrades so we can reopen as soon as possible and everyone had to down tools for eight hours to clean up after this disgusting behaviour," she said.
"If anyone knows anything about the incident, I urge you to report it to the police."
Bags of concrete have been poured into and around the pool, tiles, skimmer box, and doors have been damaged and the filtration system is being tested for damage.
Council said the security camera in the skate park streams footage of the area directly to police and this is being checked.
