The fire started after 2.30pm and two fire appliances responded to the scene as well as police, ambulance and Ergon.
When the North West Star attended the premises after 3pm the fire was under control and the building evacuated.
The ambulance had a bed ready but it is not yet clear if there were any injuries.
The cause of the fire is not yet confirmed though it is understood that electrical work was taking place at the time.
The council-owned building hosts a cafe, gallery and offices.
It also hosts the Riversleigh museum which is being renovated and was due to reopen in May.
There was little visible damage from the outside after the fire.
