The iconic Gulf watering hole was destroyed by fire late last month.
Mr Clarke said he and his business partner had met with insurers on Friday and he was optimistic about the venue's future.
"It's looking good," he said.
"We've got to submit plans to council tomorrow and from there it should be all go."
He said it would be a very different establishment that would be built in the place of the historic building.
"It'll be a brand new pub and kitchen and office," he said.
"The old one will have to be pulled down.
"It is a shame, but time marches on."
Mr Clarke said the removal of the remains of the pub should take place within the next week and construction on the new building should begin shortly after, depending on the insurer.
"[The insurer] has been very co-operative and helpful; I can't see why it wouldn't go ahead," he said.
Police say they suspect the fire which destroyed the Burketown Pub was deliberately lit.
Results from forensic testing are expected within a few weeks.
