The first item on the list is to secure capital funding to construct a new general admission wards and emergency area at the Cloncurry Hospital.
Cr Campbell said this upgrade was essential to the region.
"Health is one area we can not fall short on and must have adequate services to keep the community safe," Cr Campbell said.
"I would also like to see a review of mental health and child protection services delivered in Cloncurry. North West district staff primarily based in Mount Isa, while Cloncurry only received basic 'outreach' support. Based on population Cloncurry should have permanent staff in town."
There were a number of upcoming projects that Cr Campbell had also addressed.
"We would like to see Cave Hill Dam become a coordinated project and create a agriculture hub in North West with potential for biofuel or food production supported by Blueprint for North West.
"Also seeking support for the John Flynn Place redevelopment. To increase the positive experiences for tourists by reinvigorating the must see outback icon."
Cr Campbell said a boost for small businesses, local jobs and education was also a necessity.
"I would like to see capital contribution from Economic Development Queensland to establish a 'small business incubator' to encourage and grow small business in the region," he said.
"Also to reinstatement of lost jobs at the District Department of Transport and Main Roads Office, Queensland Rail and Department of Agriculture and Fisheries. COVID-19 has focused the need for a decentralised workforce.
"Also to leverage off the location of JCU satellite facility in Cloncurry, by basing more graduates here (Main Roads, Police, Health) to promote post graduate study, career progression and investigate a cadet program."
Cr Campbell said the regional vision included recognition of the shire's contribution, reducing FIFO numbers and increasing funding.
"We would like to see greater recognition of the importance of the Cloncurry Shires' contribution to the state economy by increased funding of urgent infrastructure needs to support the ongoing strength in the mining and Ag sectors," he said.
"We would like to see ongoing support of local communities to increase the number of mining jobs required to 'live locally' versus FIFO and strengthening of the SRCC Bill.
"And reverse the downward trend of QTRIP funding for the North West."
Cr Campbell would also like to see funding for their pipeline of projects to support the Monsoon Trough Disaster Recovery Plan and COVID-19 recovery.
