"I think the majority of the community will be (happy), there will always be people out there who aren't happy," Cr McCulloch said.
"We try and do our overall best for the majority and that's all we can do, we've done it openly and transparently and with the whole community in mind."
The $101 million budget has big ticket items like the completion of the Isa Street Bridge along with residential rate rises of around 2.9 percent and the mayor said the budget was handed down in tight fiscal conditions.
"We would like to deliver the world to our community, we have so many projects and plans out there on the board," she said.
"Our budget is made from the ground up so our teams have had to tighten up how they operate because we could have gone for a bigger rate increase but this community cannot sustain that."
Cr McCulloch put store in the $4.6m in the budget for pathways and cycle ways and beautification works.
"We've had a lot of feedback from disability services, from young mums, from people saying it's so difficult to get around in a wheelchair or push a pram so we are modernising our paths," she said.
"It won't happen all overnight across the community but we've got plans, starting with the ones that are the most used."
Cr McCulloch said her biggest vision was to see Mount Isa green.
"People laugh at that because of our water issues, I don't laugh at it because I think it is a great mental health program," she said.
"When people see greenery, the weight lifts off their shoulders so I am intent on our our parks and gardens people delivering beautiful parks and gardens and delivering greenery so people can appreciate living in this community."
