Council said the move to increase restrictions came after the water level at Chinaman Creek Dam dropped to below 50 per cent on Wednesday.
It comes almost a year to the day when Cloncurry last moved to Level 3.
Effective immediately, the move means odd and even property number sprinkling system only between 5-7am and 8-10pm with even numbers on Tuesday, Thursday and Saturday and odd numbers on Wednesday, Friday and Sunday.
New pools and spas need council approval to fill though washing cars, boats and other vehicles is permitted.
Water must not be used to clean paved or concrete areas unless for health and safety reasons. Those with bores or tanks are exempt but must have signs.
The penalty for non-compliance is $266.90.
