Clare Keenan will start in the shire's top job in July after being chief executive of Burke Shire where she stood down three staff members for flouting COVID-19 restrictions.
She was also instrumental in putting together an innovative housing strategy for Council staff in the Gulf.
She becomes the first female to occupy the CEO of Moira Shire, a rural shire just north of Shepparton in Victoria.
Ms Keenan held local and central government positions in New Zealand for more than a decade and worked in the commercial sector as a stock broker.
She is credited with being instrumental in building an Arab news service across 16 global locations, headquartered in Washington DC.
Ms Keenan vowed to be a fierce advocate for the shire.
"I want young people in the shire to see working at council as an attractive career path, as well as to ensure all people feel included and think of Moira Shire as an ethical, energetic and reliable friend," she said.
"In order to have the dedication and energy required for the role of CEO, I believe you need to love the people and the place.
"Moira Shire, with its many towns, natural beauty and unique communities, will be very easy for me and my family to fall in love with."
Ms Keenan has accepted a three-year contract with an option of a two-year extension.
