Cloncurry Shire Council
Council received deputation from Glencore Ernest Henry Mining General Manager Aaron Harrison regarding update on Ernest Henry Mine operation. As it turned out Evolution would later buy the mine from Glencore for $1bn.
Council confirmed the next Cloncurry Show holiday would be June 10, 2022.
Council approved a Development Application and a Development Permit for Material Change of Use - High Impact Industry for the intensification of Existing Cloncurry Container Terminal at Round Oak Road.
Boulia Shire Council
Council resolved continue to support the Queensland Corrections in their involvement with the Work Camp situated at the Racecourse Reserve.
Burke Shire Council
Burke Shire held their October meeting at Gregory Hall.
Council had to introduce Water Restriction to the Gregory community due to high rate of use and the Potable Storage levels dropping below 40%.
Sewerage Treatment non-compliances with addressed with Department of Environment & Science who were satisfied with the mitigation. Council introduced an Algaecide to the sewerage treatment in August 21 followed by a trial in September. Algaecide testing was done before and after the treatment and Council had to double the monthly dose due to the high count.
Construction of new landfill cell in Burketown continues to be on hold due to Cultural Heritage issues.
Carpentaria Shire Council
Mayor Jack Bawden said he attended the Premiers Dept North and NorthWest regional community forum in Ayr but had concerns about the future of the forum because meetings were more about promotion of the host council and not regional issues. He requested a letter be sent to the Premier addressing his concerns.
Desilting of the Normanton sewerage lagoon is complete.
Council approved a development application for Material Change of Use for worker accommodation at Old Croydon Rd, Normanton.
Doomadgee Aboriginal Shire Council
The CEO said he had meetings with QBuild re upgrade and was following up proposal to use funding to install a split system air-conditions instead of more expensive box air conditioning. He suggested that instead of building eight houses, they should only build seven and use money for the eighth one to put in split systems, carports and other things missing from the previously built houses.
He said the Walford Creek cobalt project wants to have completed their assessments by end of 2022, want to start construction 2025 and then commence production.
Officers from the Doomadgee Police Station attended Council to talk on the 2021-2022 Doomadgee Domestic Violence Plan which originated from the First Nations Mayoral Summit in 2021 between the Queensland Police and Local Government. Police advised they had had discussions with the CEO on the Domestic Violence Plan and he had agreed in principal with most of the Plan. Between October and the end of the Year they expected Domestic Violence would increase dramatically.
Illona Wilson , First Languages Program Facilitator from the Australian Literacy and Numeracy Foundation presented on the Gamburija Gangga program. The Doomadgee priorities are Traditional language Co-design, the shape of the project - eg Sugar bag Hunting; and other topics that people are interested in.
Council supported a request from Kylee Ferguson Australian Junior Rodeo Association, who would like to run a youth mini bull clinic followed by a mini bull riding extravaganza.
Flinders Shire Council
Council endorse the application by Cr Trevor Mitchell for the Board position vacancy for Southern Gulf of Carpentaria Region NRM and endorsed the application by Cr Nicole Flute for a Board position for the North Queensland Sports Foundation.
Council approves the purchase and installation of the Avdata Truck Wash Control System at the Washdown Bay in Hughenden for operational cost of $15,000 and set the rate for the water to be charged at $0.60 per minute.
Council awarded Hughenden SCADA Upgrade Project to Welcon Technologies for $292,998
Council support the submission of an application to Active Gameday Projects funding program for upgrades to the sports field at the Hughenden Sports Grounds and approved a co-contribution budget of up to $25,000

McKinlay Shire
Casie Scott, Community Engagement Manager and Stuart McDonald of nbn North Queensland spoke to their proposal seeking approval from Council to lodge an application under the Regional Connectivity Program for funding to connect Julia Creek Township to the National Broadband Network. Council resolved to seek further information before supporting the project.
Council approved Material Change of Use Development Permit for a Telecommunications Facility (Tower) on Julia Creek Kynuna Road.
Council approve the Community Sponsorship Request for the Julia Creek Pony Club for $1,800.
On CEO recruitment, Applications closed Oct 4 and interviews on Oct 18. A reduced short list of two candidates will be selected for face to face interview/s in Julia Creek in the following two weeks with the aim of a final selection and appointment by full Council. A final offer and contract should be issued by Nov 5.
Council is supportive of the proposal to potentially expand the Work Camp service in Julia Creek to a full time basis
Mornington Shire Council
Council will submit grant proposal for tertiary treatment sewerage proposal and raising dam spillway to Building Our Regions Round 6.
Council requested the Qld and Federal Governments to permanently close commercial fishing by creating a green zone from Leichhardt River to Tully Inlet on NT border covering Gangalidda, Yangkail, Kaiadit and Lardil Indigenous area and sea claim area and extend protected area to 20km.
Council have requested Qld Gov to extend hours of Mornington Island police station to 24 hours.
Richmond Shire Council
Council accepted the quote (amount not stated) received from JR Sale Yard Services for the gate upgrades at the yards.
Cr Wharton asked for Councils opinions on a dog park. Council agreed for a dog park to be installed at the Dino Park.
Winton Shire Council
A report presented the proposal from Professional Bull Riders Australia to hold the Winton Way Out West Festival 2022 at the beginning of the school holidays from 1-3 April 2022. Council agreed to engage PBR Australia for $150,000 for the delivery of the festival. Council also resolved to establish a working group for the festival.
The University of Melbourne approached Winton Shire Council to understand how community publishing using modern digital technologies could benefit the Winton community. The University of Melbourne has invited Winton to participate in a research project to understand the potential benefits. Council agreed to participate in the research project proposal.
Council awarded a contract for the Supply & Delivery of Gravel Richmond Road to QCrush for the sum of $454,313.70.
Council award a Bitumen Sealing Tender for the Seal Works on the Winton / Richmond Road to Boral Resources (Qld) Pty Ltd for $454,334.70.
Council proceeded with the relining of Pump Station 1 by Infrastructure Rehabilitation Services for $61,400.
Council award Richmond Road Drainage Works Tender for the Concrete Works on the Winton / Richmond Road to Mann Made Constructions for $329,981.
