The event had been sold out in advance but the North West Star spoke to several patrons outside the grounds who had valid tickets but who were not permitted to enter because authorities told them the venue was full.
On their Facebook page, the Race Club said the problem occurred "because many people were dishonest and screen shot the bar code for their mates."
Acting Inspector Renee Hanrahan told the ABC they would work with event organisers and the Office of Liquor and Gaming Regulation to review what could have been done and what to do moving forward.
"We saw increased numbers and behaviour we would not like to see there," AI Hanrahan said.
The Race Club said anyone who was unable to use entry and pre-sale drink tickets and requiring refunds can contact them on admin@mountisaraceclub.com.au and supply photo id, proof of entry ticket purchase (physical or phone copy from Try Booking) and unused wristbands.
The event saw a full day of TAB racing followed by the Mailman Express races at night where non-thoroughbreds race against the clock.
