The decision follows a Special Meeting of Council held on Thursday morning.
"It is with great pleasure that I confirm the appointment of David Keenan as Chief Executive Officer of Mount Isa City Council," Cr Slade said.
"David has proven positive during his interim role period and has shown himself to be an experienced and influential executive."
Cr Slade said Mr Keenan had a strong background in planning, economic development, sustainability, corporate planning, policy development and continuous improvement.
"David is a very calm and considered professional who knows local government well and has shown to be an asset to Council since joining us on an interim basis since September," she said.
"As Chief Executive Officer, David will lead our organisation through a period of significant change."
When Mr Keenan sat down with the North West Star in November, he would not be drawn on whether he would apply for the role permanently.
"I don't know, I'm going to have a good hard think about things and see how we go from there," he said at te time.
"It strikes me we have some really good people in the organisation and a really good set of councillors."
